However, China faces significant forest resource shortages. According to the Sixth National Forest Resources Survey, the country's total forest area stands at 174 million hectares, ranking fifth globally; forest stock volume reaches 12.4 billion cubic meters (sixth place worldwide); overall forest coverage is 18.21% (130th globally); per capita forest area is 0.132 hectares (134th globally); and per capita forest volume is 9.421 cubic meters (122nd globally). Over the past decade, national timber production capacity has continuously declined, with both the quality and quantity of forest resources falling far short of meeting industrial and domestic demands. Therefore, it remains imperative to further develop non-wood fiber raw materials such as wheat straw, rice straw, reeds, bamboo, and bagasse. By 2004, waste wood fibers accounted for 26% of total production; among these, wheat straw and rice straw—due to their abundant availability and low cost—are currently the primary raw materials for China's paper industry. Thus, non-wood fiber materials continue to play a vital role in the nation's pulp and paper manufacturing sector.
