Clean production is an approach rooted in the holistic nature of the broader ecological-economic system, which involves the continuous implementation of strategic, comprehensive, and preventive measures across the entire material transformation process. This approach aims to improve the utilization efficiency of materials and energy, reduce the generation and discharge of waste, minimize the excessive consumption of resources associated with production activities, and mitigate the environmental risks posed to humanity, thereby facilitating sustainable social development.
With rapid economic growth and population increase, global pollution, ecological degradation, and resource wastage have continued to intensify, while new environmental challenges have emerged one after another. Drawing upon lessons learned from various fields, the United Nations Environment Programme convened a Seminar on Clean Technologies for the Paper Industry in Germany in 1985, marking the first time the concept of clean technologies was introduced into the paper industry. On June 29,2002, the 28th Session of the Standing Committee of the Ninth National People's Congress adopted the Law of the People's Republic of China on Promoting Cleaner Production, which came into force on January 1, 2003. This is China's first specialized law primarily focused on pollution prevention and control, representing a historic milestone in China's pursuit of sustainable development.
