The effectiveness of implementing clean production directly impacts the survival and development of paper manufacturing enterprises. Given the nature of the paper industry – which is capital-intensive, energy-intensive, and technology-intensive – paper manufacturers are not only major consumers of raw materials (such as fiber and chemical feedstocks) but also significant consumers of energy and water resources; consequently, their high consumption levels inevitably lead to high emissions, which in turn presents substantial potential for adopting clean production practices. The paper industry's technology-intensive nature, coupled with its extensive production lines and complex manufacturing processes, indicates that there is considerable room for improvement when it comes to clean production. As major polluters with substantial emission volumes, paper manufacturing enterprises have historically focused solely on end-of-pipe treatment measures – an approach that has resulted in significant challenges, numerous detours, and high costs, yet yielded suboptimal outcomes. From this point forward, these enterprises should shift their mindset, integrate the principles of clean production throughout their entire production lifecycle, strengthen pollution prevention and efficiency enhancement at the source, and implement comprehensive pollution control across all stages of production.
