Increasingly stringent environmental protection requirements have raised public awareness of the importance and urgency of clean production. The internationally recognized ISO 14000 series of environmental management system standards is being progressively implemented. The purpose of adopting this series of environmental management standards is to standardize the environmental behavior of global enterprises and various organizations regarding their activities, products, and services, thereby conserving resources, reducing environmental pollution, improving environmental quality, and ensuring sustainable economic development.
As is well known, the paper industry is one of the primary sources of industrial pollution in China, primarily due to a series of structural issues inherent in China's traditional paper sector. According to data released in the 2002 China Environmental Annual Report, the paper industry's wastewater discharge amounted to 3.53 billion m³, accounting for 18.2% of the nation's total industrial wastewater discharge; its COD discharge reached 2,877,000 tons, representing 40.8% of the nation's total wastewater discharge. However, this figure only accounted for 53.8% of the total wastewater discharge from the paper industry, indicating that a significant portion of enterprises—particularly small and medium-sized enterprises—have not effectively implemented pollution control measures.
